Fluorescent light not working properly?

I think that the ballast is messed up it tends to kill bulbs quicker than normal and you can see the light lit up and rings moving up and down the tube (t8) but it does light up in a good amount of time (although one tube lights faster than the other) or could it be a problem with the contacts being a bit corroded?
